If any of you have been on Tybee Island in the last few weeks, you’ve noticed quite a different sight around the pier.  Last week, there was a carnival set up.  For the last few days, volleyball courts have been on the beach.  As News 3’s Randi Hempel explains, many are asking, are they for us to use?  It has the wheels turning for city officials.
